Georgia/Tennessee cars different from rest?

Found this while browsing my '81 TSM.  Anyone know why Georgia and Tennessee cars are special?
Special Identification
Automobiles built for sale in Georgia and Tennessee
have certain components identified by a nonrepeating
number. On SR4 transmissions, the number is stamped
on a boss on the left side of the transmission case.

I have seen that too in the TSM's.  I have no idea why.

Don't know about Georgia, but in Tennessee cars, maybe some components allowing some amounts of a well-known brand bourbon to be mixed with fuel or oil ?  ;D
